Synopsis and overview of the session
Following the introduction of industrial manslaughter laws nation-wide, the risk for Board members (officers) to be held accountable for their organisations work health and safety (WHS) performance has never been higher, yet this sentiment is often not reflected in practice.
The level of formal WHS education for Board members, for example through the Australian Institute of Company Directors Course, is extremely brief, which is contrary to the Board’s governance and risk management role. Further, there is a general sentiment that the WHS business operation and the Board are often disconnected. These factors may partially explain the limited attention given to WHS in practice in Boardrooms today.
The Board’s understanding of the benefits of good WHS practice, may also be limited. Financial and non-financial benefits seen through employee attraction and retention, productivity, absenteeism and workers compensation savings, and strategically through an enterprise’s sustainability proposition.
In this session, we will explore the level of engagement and support provided by the Board’s today. We will seek your input on a new Focus Network service aimed at lifting the WHS capability of the Board and learn how this can support the role of the WHS Leader.

Skye Buatava, Director Health and Safety, Focus Network
Skye is an experienced leader spending the first half of her career in private enterprise, traversing both small owner-operated, and large multinational business in the tourism, aviation, and telecommunication sectors before moving to the public service. Taking these experiences to the NSW Government’s work health and safety (WHS) regulator, SafeWork NSW, where she developed her expertise in the field of WHS, while maintaining the pragmatism of her private enterprise experience. During this tenure, Skye enjoyed 8 years as part of the executive leadership team, and experienced a variety of roles including, Engineering Compliance and Enforcement, Director of SafeWork’s Investigations and Emergency Response, and more recently as the Director, Strategic Intelligence and Research which included the delivery of the 23rd World Congress on Health and Safety at Work, the world’s largest and longest standing global WHS event, attended by over 3,000 people from 126 nations.
Skye is a graduate of the Australian Institute of Company Directors (GAICD), and an Independent Director on the Australian Institute of Health and Safety Board. The diversity of Skye’s experience has driven her passion to be on the precipice of the latest thinking in work health and safety, the future of work and social impact avenues to protect the workforce while advancing business outcomes.

Andrew Milroy, VP and Head of Research, Focus Network
Andrew Milroy leads the research and advisory business at Focus Network. His work involves empowering organisations to make decisions more effectively with data-driven insights — derived from Focus Network’s communities.
He is a well-known and respected thought leader and speaker in the APAC region. With more than two decades of leadership experience in the technology sector, Andrew has worked with clients in a variety of tech domains including cybersecurity, IoT, supply chain automation, eCommerce, fintech, cloud computing, AI, and customer experience — and EHS and HR management.
He was recently an adjunct lecturer at ESSEC Business School, Asia Pacific where he taught technology and cybersecurity strategy to Masters students.
Andrew has held regional leadership roles — predominantly based in Singapore — with Frost & Sullivan and Ovum (now Omdia). Prior to working in Singapore, Andrew gained invaluable technology knowledge and experience while working in Europe and the United States.
Andrew is frequently invited to speak, chair and moderate at major technology events. He has also been quoted on global broadcast media, including BBC, CNBC, Bloomberg and Channel News Asia.
Andrew has a BSc from Newcastle University (UK), an MA from Middlesex University (UK) and an MBA from MGSM (Australia). He also a qualified teacher of English as a foreign language.
